Decide what makes a quotient large
Dividing by a smaller number gives a bigger answer, and a bigger dividend does too, so aim for the largest dividend and the smallest divisor.

A quotient counts how many of the divisor fit into the dividend, so a bigger dividend holds more of them.

A smaller divisor is a smaller piece, and smaller pieces fit into the same amount more often.
Build the smallest divisor
Two cards make the divisor, and the smallest number comes from putting the two smallest cards there with the smaller one in the ones place.
The divisor is 1.2.
