Slide edges to rectangle; perimeter unchanged

A staircase / C-shaped figure has every corner a right angle. The smallest rectangle that fits around it is 12 cm wide (its bottom edge) and 8 cm tall (its right edge). On the left side a notch is cut inward, creating two extra horizontal segments that are each 9 cm long. I need the total distance around the figure (its perimeter), in cm.
